Despite the decline in rates of pregnancy, birth, and abortion in United States teenagers over the last 17 years, the rates in this country are higher than those of other western industrialized nations. Of all European countries, the United Kingdom has the highest teen birth rate, and Switzerland has the lowest. However, the teen birth rate in the United States is twice that of the United Kingdom.

There has been considerable research on sexual behavior, use of birth control, and the attitudes and beliefs of youth about sexuality. For example, the Youth Risk Behavior Survey in 2009 determined that 46 percent of high school students reported that they had ever had sex. Sixty-one percent of respondents indicated that they used a condom on their most recent sexual encounter.

The Youth Risk Behavior Survey also noted that non-Hispanic black students were more likely to have ever engaged in sex than students of other racial groups. Fewer white students reported that they were sexually active than the other racial categories. Moreover, the survey determined that six percent of high school students reported that they first had sex prior to the age of 13.
